Google PR is tricky. I've never really understood it either. I know there are a lot of different factors involved. Who's linked to you, who you link to, do you have adverting, is your page optimized for search engines.
Have you ever checked out SITS? The Secret is in the Sauce is a community of bloggers, moms mostly, dedicated to commenting on each other's blogs. I've been participating with them for a couple weeks, and I've seen my comments and readers increase already. Here's a link:
